Attorney Zhou Changyong participated in the “Staying True to Our Original Aspirations and Remembering Our Mission—2019 Model Training Workshop on Party Building in Law Firms,” organized by the Party Committee of the Lawyers’ Industry in Kunming City.
Party member Zhou Changyong participated in the “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind—2019 Model Training Workshop on Party Building in Law Firms,” organized by the Kunming Municipal Lawyers’ Industry Committee of the CPC, and underwent a four-day training session in Linzhou City, Anyang, Henan Province. During the training, by watching documentary films such as “The Red Flag Canal” and “Interviews with Yang Gui,” participants gained a profound understanding of the Red Flag Canal spirit—“self-reliance, hard work and entrepreneurship, unity and cooperation, and selfless dedication.” Through on-site instruction at the Red Flag Canal Memorial Hall, they experienced firsthand the great miracle wrought by the people of Lin County under the leadership of the Communist Party in constructing the Red Flag Canal. Additionally, they walked along the “Red Ribbon” and climbed the “Water Great Wall.”

Moreover, by walking along the “Red Ribbon” and climbing the “Water Great Wall,” we felt the Chinese national spirit embodied in the people of Lin County—their spirit of “unity and solidarity, love for peace, diligence and courage, and relentless self-improvement.”

On August 18, 2025, the General Branch Committee of the Yunnan Zhongji Law Firm of the CPC participated in the 2025 Party-building co-construction signing ceremony held by the Kunyuan Road Community Committee of Heilinpu Subdistrict, Wuhua District, Kunming City, and the CPC. The two sides formally signed the “Law Nourishes the Community—Co-governance and Shared Benefits” Co-construction Agreement.
On August 15, all members of Yunnan Zhongji Law Firm traveled to Niulian Xiaoyu Village, Shangsu Town, Jinning District, Kunming, to carry out a themed youth group study and team-building activity titled “Gathering Youthful Energy, Following the Party, Celebrating Fishing Heritage Through Team Building and Joint Progress,” using diverse approaches to promote traditional culture and strengthen team cohesion.
[Lawyer’s Perspective] All About Commercial Opportunity-Based Bribery in Official Crime Cases
A few days ago, I attended a rule-of-law forum on the criminal governance of bribery offenses. The forum featured high-quality discussions on several new types of covert bribery crimes. In particular, the issue of opportunity-based bribery drew intense and even heated exchanges among renowned scholars and practitioners who participated in the forum—exchanges that left a deep impression. While there was some consensus on certain issues, significant—and sometimes substantial—disagreements also emerged. As a result, I’ve been prompted to reflect anew on this topic. Overall, I believe it’s quite challenging to establish the existence of opportunity-based bribery. The current view held by practitioners—that such bribery can indeed be established—faces numerous theoretical and logical obstacles.
