Leadership Care: Zhou Yuansheng, Director of the Bureau of Lawyers’ Work at the Ministry of Justice, and his delegation visited Yunnan Zhongji Law Firm to conduct research and provide guidance.
On the afternoon of January 12, 2021, Zhou Yuansheng, Director of the Lawyers’ Work Bureau of the Ministry of Justice; Yan Guo, Deputy Secretary-General of the All China Lawyers Association; Liu Chunhua, Director of the Division for Foreign-Related and Hong Kong, Macao, and Taiwan Affairs of the Lawyers’ Work Bureau of the Ministry of Justice; and Li Kai'ang, First-Level Chief Staff Member of the Lawyers’ Work Bureau of the Ministry of Justice, visited Yunnan Zhongji Law Firm (formerly Yunnan Liu Hule Law Firm) to provide guidance and conduct a research study on the Party building work among lawyers. Zhao Zuping, Member of the Party Committee and Deputy Director of the Yunnan Provincial Department of Justice, as well as Party Secretary of the provincial lawyers’ industry; Wan Li, President of the Yunnan Provincial Lawyers Association; and Li Jiangan, Director of the Lawyers’ Work Management Division of the Yunnan Provincial Department of Justice and Secretary-General of the Yunnan Provincial Lawyers Association, accompanied the research team. The research focused primarily on the current status of Party building in the legal profession, the practice environment for lawyers, and the development of the legal profession. Accompanied by Wan Li, Director of Yunnan Zhongji Law Firm, and its staff, the research team toured the new office building of Yunnan Zhongji Law Firm.

Zhao Zuping, member of the Party Committee and Deputy Director of the Yunnan Provincial Department of Justice, as well as Party Secretary of the provincial lawyers’ industry; Wan Li, President of the Yunnan Provincial Lawyers Association; and Li Jiangan, Director of the Lawyers’ Work Management Division of the Yunnan Provincial Department of Justice and Secretary-General of the Yunnan Provincial Lawyers Association, accompanied the visit. The primary focus of this research was the current status of Party building in the legal profession, the practice environment for lawyers, and the development trends of the legal profession.
Accompanied by Wan Li, Director of Yunnan Zhongji Law Firm, and its staff, the research team visited the new office building of Yunnan Zhongji Law Firm.
Subsequently, the research team visited the Party-building activity hall and the United Front Members’ Home of Yunnan Zhongji Law Firm. Director Wan Li and the staff briefed the working group on the establishment process of the Party committee of Yunnan Zhongji Law Firm, its composition, the implementation of Party building among lawyers, and the achievements made in lawyer Party building. After carefully listening to the briefing, the research team engaged in an in-depth exchange with the staff on specific models mentioned in the report—such as the vertical management of Party committees and using Party building to promote institutional development—as well as on how Party organizations play a role in law firm management.
This research activity represents the recognition and affirmation of the Party organization and senior leaders toward the Party-building work at Yunnan Zhongji Law Firm. Yunnan Zhongji Law Firm would like to express its heartfelt gratitude to the research team for the valuable insights and suggestions they provided regarding the Party-building efforts of our lawyers during this research activity.
In the course of our future work, Yunnan Zhongji Law Firm will further refine its organizational and management system for Party building, tailored to the unique characteristics of the legal profession. We will continuously explore and innovate in both the forms and content of Party-building activities, thereby strengthening the leading and safeguarding role of Party organizations in the development of the legal profession. The Party organization of Yunnan Zhongji Law Firm will better leverage its role in driving Party building within the industry, fully harness the exemplary and pioneering role of Party members, unite the strength of all lawyers, better serve the legal needs of the public, and make greater contributions to the construction of a socialist rule-of-law society.

On July 18, 2025, a delegation led by Li Yousheng, Member of the Party Committee and Director of the Political Department of the Chongqing Municipal Justice Bureau, and Secretary of the Party Committee of the Chongqing Lawyers’ Industry, together with He Hongtao, President of the Chongqing Lawyers Association; Xu Deng, Deputy Director of the Lawyers’ Work Division of the Chongqing Municipal Justice Bureau and Secretary-General of the Municipal Lawyers Association; Chen Youkun, Executive Vice President of the Chongqing Lawyers Association; Jiang Zhiguang, Deputy Secretary-General of the Chongqing Lawyers Association; Luo Shu, Director of the Chongqing Lawyers Association’s Specialized Committee on Cross-border Dispute Resolution; Jiang Qin, Director of Chongqing Zhihe Zhi Law Firm; Du Xiaohua, Director of Chongqing Huadong Law Firm; and Luo Canlin, Partner at Chongqing Qihui Law Firm, paid a visit to our firm, accompanied by Wan Li, Vice President of the All China Lawyers Association, President of the Yunnan Lawyers Association, and Director of our firm, as well as Zhang Hui, Vice President of the Yunnan Lawyers Association. The delegation came to our firm to engage in business exchange activities.
On July 11, 2025, Attorney Chen Jinling, Director of the Environmental and Energy Practice Committee of our firm, was invited to deliver a special lecture for the rotating training program for Party members in Kunyuan Road Community, Zhaozong Community, and Mianshan Community. Over a hundred Party members and community staff who attended the event joined Attorney Chen Jinling in interpreting the "Regulations on Disciplinary Actions of the Communist Party of China," thereby contributing to the strengthening of Party conduct within the communities.
Recently, the judicial opinion in Civil Judgment No. (2018) Supreme People's Court Min Shen No. 5332—that “even if the construction contract is invalid, since the parties have explicitly agreed on a reduction ratio for the settlement of project payments, which reflects their true intentions, and the project has passed acceptance inspection, the agreement on the reduction ratio is binding on both parties”—has been widely circulated within the circle of construction lawyers, bringing joy to Party A (the general contractor or sub-contractor, or the party engaging in illegal subcontracting) and causing distress to Party B (the actual constructor). On this issue, the author holds a different view, arguing that the aforementioned opinion and judicial rule represent only a partial glimpse, failing to capture the whole picture. They do not reflect “the evolution and refinement of judicial practice regarding the aforementioned issue,” nor do they reveal “the growing convergence of judicial rules toward the ‘actual participation in management costs’ theory, which is more equitable and just.”
